FBR POS Integration Guide for Pakistani Retailers
FBR POS integration explained: who must integrate as a Tier-1 retailer, registration steps, receipt fields, reported penalties, and questions for your vendor.
- Tier-1 retailers must connect their POS to FBR. Confirm your status with a tax adviser before you act.
- Integration means registering each POS terminal, installing the fiscal software, and printing the FBR invoice number and QR code on each receipt.
- Penalty figures differ between sources and years. Read the current Sales Tax Act and FBR notices before you rely on any number.
- Provincial rules from PRA in Punjab and SRB in Sindh can apply on top of FBR. Check which authorities cover your business.
If you run a retail business in Pakistan, you have probably heard the phrase FBR POS integration. It means your point-of-sale system sends sale data to the Federal Board of Revenue (FBR) and prints an FBR invoice number and QR code on the receipt. This guide explains who must integrate, the usual steps, what the receipt must show, and the penalties that have been reported.
This is general information, not tax advice. The rules come from the law and from FBR notifications, and they change. Confirm the current position with a tax adviser before you act.
AIFFICIENTO is not certified or approved by FBR. FBR integration is available on request. Our team configures it and tests it for your registration.
Who must integrate
The Sales Tax Act, 1990 and FBR notifications define Tier-1 retailers. Tax advisers commonly list these categories:
- Outlets of national or international retail chains.
- Shops inside air-conditioned malls, plazas or shopping centres.
- Shops of 1,000 square feet or more.
- Retailers whose electricity bills exceed a set level.
- Wholesaler-cum-retailers.
The thresholds and categories have been amended over time. Sources from 2026 quote different electricity-bill thresholds, so do not rely on any single figure. Check the current text, or ask your tax adviser or your FBR regional office. Do not guess.
Each outlet that counts as Tier-1 needs its own point of sale connected. A chain with ten shops needs ten registrations, not one.
Why it matters
Non-integration can be costly. The consequences reported in the press include penalties, sealing of premises for failing to register, and restrictions on input tax claims. Input tax restrictions for Tier-1 retailers were tightened in the Finance Act 2021, and the reported ratio rose from 15% to 60% of claims. Read the current law before you plan around any of these figures.
The integration steps
These steps come from vendor guides and FBR portal screens as they were described in 2026. Portal names and screens change, so check FBR's current instructions.
- Confirm your Tier-1 status and list every outlet and point of sale in scope.
- Register each POS terminal on the FBR e-portal, using the POS client registration page. You enter the device number, the software version, your national tax number, branch details, IP address and location. The portal returns a POS registration number.
- Install the fiscal device software that FBR provides. During setup you enter the POS registration number.
- Connect the POS software to the fiscal system. Each completed sale is sent for processing.
- Receive the FBR invoice number from the system and print it, with the QR code, on the customer receipt.
- Test before go-live. Ask your vendor whether they test against an FBR test environment first.
- Monitor failed or pending invoices. Check the queue every day, including sales made during an outage.
What the receipt must show
Vendor summaries of the 2025 amendments to the Sales Tax Rules list the following for electronic invoices:
- A unique FBR invoice number.
- A verifiable QR code.
- Software and POS details.
- The usual transaction data, such as date, items, tax and total.
The same summaries also list card, QR or other digital payment options that Tier-1 retailers must offer. Confirm the wording in the current rules.
In practice, test the receipt printer. The QR code must print clearly on your paper width, whether 58 mm or 80 mm. A blurred QR code is a failed receipt.
Penalties and enforcement
Published penalty figures differ between sources and years. One 2026 adviser guide cites a maximum penalty of PKR 500,000 or 200% of the tax involved, whichever is higher. Older press reports cite up to Rs 1 million, and say premises can be sealed. Read the current Sales Tax Act 1990 before you rely on any number.
Enforcement reported in the press follows a pattern. FBR identifies non-integrated Tier-1 retailers and gives a short window to integrate. A retailer that believes it was listed in error can ask to be removed from the list. Keep your registration papers ready.
Provincial rules: PRA and SRB
FBR is not the only authority. Punjab Revenue Authority (PRA) publishes its own POS manual, which covers registering POS systems on the PRA portal and connecting them to the PRA fiscal device. In Sindh, the Sindh Sales Tax Special Procedure (Online Integration of Business) Rules, 2022 require some services to integrate with the Sindh Revenue Board (SRB) system.
Which authority applies depends on what you sell, where you operate and which tax applies. Some businesses may have to think about more than one system. Ask your adviser, and do not assume that one connection covers everything.
What to prepare before you start
Gather these before you register any terminal:
- Your national tax number and the registration details for your business.
- A list of every outlet, with its address and branch details.
- A list of every point of sale, with the device details, the location and the IP address of each terminal.
- The name of the person who will log in to the FBR portal, and who will keep the registration papers.
A complete list makes the registration faster and reduces errors. It also shows your vendor what they need to configure.
What to ask your software vendor
- Is FBR integration built in, configured on request, or not supported?
- Who registers the POS terminals, and who holds the registration details?
- Does the receipt design print the invoice number and QR code at a readable size?
- What happens to sales made during an internet outage, and how are they sent later?
- Do you test with FBR before go-live?
- Who supports us when the FBR service is down?
- Who owns our registration data if we switch vendors?
